he Manager of Supply Chain Execution executes site Supply Chain Management administrative needs, strategy and related processes on a daily basis onsite, covering equipment, materials and services for 1 to 2 Valero refineries*.   Manages 2 to 5 Supply Chain Management employees to provided needed services and support. Serves as the site Supply Chain Management “go-to” person for requisitioners and end users (e.g., planners, engineers, maintenance personnel) to resolve Supply Chain Management related issues and opportunities.

Main responsibilities :

Meet requirements for Supply Chain Management related activities, procurement of services of equipment, materials, required for refinery maintenance, turnarounds, and capital projects (scope excludes purchase of refinery feedstocks, energy, and transportation for feedstocks and products).
Provide assistance to requisitioners and other end users at the site(s) to help them directly procure goods and services.
Meet site Supply Chain Management related administrative requirements, including identifying potential local suppliers, performance monitoring, and renewal feedback.  In addition, assures contractor qualification compliance requirements are being met at the site(s) including safety training, personnel qualification, insurance coverage, and other site specific contractual requirements.
Address Supply Chain Management / related requirements of refinery management and executive management.
Develop and issue RFIs, RFPs and RFQs as required to purchase required equipment, materials and services.  Coordinate all related efforts with the corporate Supply Chain Management department.
Determine best procurement method by project aligned with management requirements in terms of lump sum / fixed cost versus time and materials.
Assure warehouse inventory purchase requirements are being met through supplier agreements.
Assure timely delivery of equipment, materials and services to meet deadlines for maintenance, turnarounds and capital projects.
Develop strong networks and working relationships involving suppliers, refinery, corporate, and executive management.
Assure purchases are made in compliance with Valero’s AMLs (Approved Manufacturers Lists).

Skills and Requirements:

High school diploma or GED.
10 years of Supply Chain Management related experience.
The most competitive candidates will have (preferred):

Bachelor’s degree in Business Administration, Engineering, or related degree.
5 years of experience in procurement of refinery-related goods and services.
Working knowledge of SAP procurement and related systems.
Strong analytical skills.
Strong project and change management skills.
Ability to use computers to perform analyses and develop presentations.
Effective at communication with all levels from executive management to front line employees at sites.
Ability to read and interpret company policies, regulatory guidelines, and other work-related documentation.
Ability to abide by confidentiality requirements when working with sensitive information, results, and communications.
Skill in providing thorough, efficient, and effective customer service to individuals at all levels within the organization.
Ability to communicate effectively through written and verbal methods.
Ability to accomplish work within required timelines, including short, long, and emergency timeframes.
Ability to cross-train in other department duties to ensure efficient coverage department responsibilities.
